There are a number of Town and Parish Council's developing Neighbourhood Plans across Wiltshire. As the Neighbourhood Planning Process page illustrates, once a Neighbourhood Plan is initiated there are a number of stages that the plan must go through before it is "Made" and forms part of the local development plan which forms the basis for determining planning applications.

Contained on this page you will find all the latest news on the Neighbourhood Plans that are in progress across Wiltshire. The latest news on each Neighbourhood Plan can be found by opening up the relevant drop down box from the list below. Wiltshire Council will update the information in these boxes when the Neighbourhood Plan in question reaches one of the following 5 key stages:

The Designation of Aldbourne Neighbourhood Area has been approved in accordance with section 61G of the Town and Country Planning Act 1990 as amended for the purposes of Neighbourhood Planning.

Formal "making" of Ashton Keynes Neighbourhood Plan

Following an independent examination and a positive referendum result, Wiltshire Council decided to formally 'make' the Ashton Keynes Neighbourhood Development Plan. The Ashton Keynes Neighbourhood Plan now forms part of the Development Plan for Wiltshire and the policies in the plan will be given full weight when assessing planning applications that affect land covered by the plan.

Results of Referendum

The result of the referendum held on Thursday 25 May 2017 was in favour of the Ashton Keynes Neighbourhood Plan. Residents were asked to vote on the following question "Do you want Wiltshire Council to use the neighbourhood plan for Ashton Keynes to help it decide planning applications in the neighbourhood area?" Out of the 424 ballot papers issued, 387 cast a vote of ‘yes’ which was a majority of 91.2%. The turnout of electors was 38.1%.

A referendum relating to the Ashton Keynes Neighbourhood Plan will be held on 25 May 2017

The question asked in the referendum was ‘Do you want Wiltshire Council to use the neighbourhood plan for Ashton Keynes to help it decide planning applications in the neighbourhood area?’

Ashton Keynes Neighbourhood Plan: Outcome of the Examination Process and Preparations for the Referendum

A draft plan for Ashton Keynes was independently examined by Mr Nigel McGurk. Following this examination period the Examiner has submitted his report to Wiltshire Council.

Having considered the examiner’s recommendations and the reasons for them, the Council concurs with the examiner’s view and has decided to make modifications to the draft Ashton Keynes Neighbourhood Plan to ensure that it meets legal requirements including the basic conditions as set out in legislation. Modifications are to be made to the Plan in response to the examiner’s recommendations which include a number of modifications for the purpose of correcting errors.

The Council is satisfied that the Neighbourhood Plan as modified complies with legal requirements and can proceed to referendum. The full Ashton Keynes Neighbourhood Plan Decision Statement and the Examiners Report can be viewed as result files on the consultation portal.

Examination of Ashton Keynes Neighbourhood Plan

Mr Nigel McGurk was appointed to carry out the examination of the Ashton Keynes Neighbourhood Plan, which was submitted to Wiltshire Council and was subject to a period of public consultation.

A referendum relating to the Bradford on Avon Neighbourhood Plan will be held on Wednesday, 20 September 2017

The question asked in the referendum will be ‘Do you want Wiltshire Council to use the neighbourhood plan for Bradford on Avon to help it decide planning applications in the neighbourhood area?’

We published an Information Statement to support the neighbourhood plan referendum. Bradford on Avon Neighbourhood Plan: Outcome of the Examination Process and Preparations for the Referendum

Examiner Nigel McGurk has issued his report on the examination of the Bradford on Avon Neighbourhood Plan. Wiltshire Council have also issued the Decision Statement to the parish council, as qualifying body; and notified all those with an interest in the plan:

Examination of Bradford on Avon Neighbourhood Plan

Nigel McGurk was appointed to carry out the examination of the Bradford on Avon Neighbourhood Plan, which was submitted to Wiltshire Council and had been subject to a period of public consultation. He considered if the plan met the five basic conditions in Paragraph 8(2) of Schedule 4B of the Town and Country Planning Act 1990. 

The examiner considered the neighbourhood plan submission, along with the representations that were received during Wiltshire Council’s public consultation.

The examiner requested clearer maps depicting the proposed Local Green Spaces. The Qualifying Body (Bradford on Avon Town Council) responded to this and these submitted documents can be viewed by via the result files page of the regulation 16 consultation. They will remain accessible during the examination process in the interest of transparency.

Bradford on Avon Neighbourhood Plan Consultation (Regulation 16)

Wiltshire Council formally consulted on the proposed Bradford on Avon Neighbourhood Plan which was submitted by Bradford on Avon Town Council. The consultation started on 16 January and responses were received no later than 5pm on Wednesday 8 March. 

Following this consultation the comments received will be passed to an independent examiner, to be appointed by Wiltshire Council, who will consider the representations and determine if the plan should be put to a community referendum.

Where possible, please provide any comments using the consultation portal where all of the documents that form part of the consultation can be found.

Bremhill Neighbourhood Plan Examination - additional consultation

Additional consultation is being undertaken as part of the examination of the Bremhill Neighbourhood Plan to allow for comments to be made on two matters.

Bremhill Parish Council recently submitted a letter and additional statement to the examiner, Mrs Ann Skippers, who has been appointed to examine the above Plan. The statement offers further comments on representations made particularly by Chippenham 2020 LLP and Wiltshire Council during the Regulation 16 consultation that closed on 9 January 2017, and suggests amendments to the policies in the submitted Plan. In order for the statement to be considered by the examiner, a consultation period of 14 days is being given to all interested parties to comment on it.

In addition, as the Chippenham Site Allocations Plan was adopted on 16 May 2017 the examiner has also requested that the same period of consultation should occur to allow interested parties to comment on any implications for this neighbourhood plan which arise from the now adopted Chippenham Site Allocations Plan.

Please note that all comments made during the previous consultation on the neighbourhood plan undertaken by Wiltshire Council from 21 November 2016 to 9 January 2017  are being considered by the independent examiner and do not need to be submitted again.

The consultation on the additional statement and the implications of the adoption of the Chippenham Site Allocations Plan for the Bremhill Parish Neighbourhood Plan will take place from Monday 17 July until Thursday 3 August 2017.

Examination

Anne Skippers has been appointed to carry out the examination of the Bremhill Neighbourhood Plan, which has been submitted to Wiltshire Council and has been subject to a period of public consultation. She will consider if the plan meets the five basic conditions in Paragraph 8(2) of Schedule 4B of the Town and Country Planning Act 1990.

The examiner is currently considering the neighbourhood plan submission, along with the representations that were received during Wiltshire Council’s public consultation.

Following the end of the Regulation 16 consultation, the Qualifying Body (Bremhill Parish Council) submitted a statement responding to the Wiltshire Council and CSJ Planning Reg 16 representations. 

CSJ Planning on behalf of Chippenham 2020 replied. The examiner has now considered the issues raised by CSJ Planning and issued a letter.  The letter has been shared with the Qualifying Body (Bremhill Parish Council).

Bremhill Neighbourhood Plan Consultation (Regulation 16)

We consulted on the Bremhill Neighbourhood Development Plan Proposal (or Neighbourhood Plan). The consultation commenced on Monday 21 November and closed at 5pm on Monday 9 January. Consultation on the plan proposal is now closed, but copies of the submitted documents are available via the consultation portal by opening the closed consultation.

Notification of decision regarding the application for designation of Broad Town Neighbourhood Area

The Designation of Broad Town Neighbourhood Area was approved on 14th July 2017 in accordance with section 61G of the Town and Country Planning Act 1990 as amended for the purposes of Neighbourhood Planning.

At the time of the application Broad Town Parish was part of the North East Wiltshire Villages (NEW-V) Neighbourhood Area Designation. In determining the application, the NEW-V Neighbourhood Area (as originally designated on 14.05.2013 and subsequently modified) has been further modified in accordance with section 61G(6) of the Town and Country Planning Act 1990.

Calne Community Neighbourhood Plan Consultation (Regulation 16)

Wiltshire Council is formally consulting on the proposed Calne Community Neighbourhood Plan which has been submitted by Calne Town Council and Calne Without Parish Council. The consultation starts on Monday 27 March and responses must be received no later than 5pm on Thursday 11 May. 

Following this consultation the comments received will be passed to an independent examiner, to be appointed by Wiltshire Council, who will consider the representations and determine if the plan should be put to a community referendum.

Christian Malford Neighbourhood Development Plan Consultation (Regulation 16)

Wiltshire Council is formally consulting on the proposed Christian Malford Neighbourhood Development Plan which has been submitted by Christian Malford Parish Council. The consultation starts on Monday 5 June and responses must be received no later than 5pm on Tuesday 18 July 2017. 

Following this consultation the comments received will be passed to an independent examiner, to be appointed by Wiltshire Council, who will consider the representations and determine if the plan should be put to a community referendum.

The Designation of Crudwell Neighbourhood Area has been approved in accordance with section 61G of the Town and Country Planning Act 1990 as amended for the purposes of Neighbourhood Planning.

Notification of decision regarding the application for designation of Corsham Neighbourhood Area.

In April 2017 the parish boundary of Corsham was amended in accordance with the Wiltshire Council (Reorganisation of Community Governance) Order 2016. In anticipation of the change, Corsham Town Council applied to have the boundary of their neighbourhood area amended, in order to align with the new parish boundary. The Designation of Corhsam Neighbourhood Area was approved on 22.05.2017 in accordance with section 61G of the Town and Country Planning Act 1990 as amended for the purposes of Neighbourhood Planning. The reasons for this decision are set out in the ‘Neighbourhood Area Designation Application Report’.

In order to designate the Corsham Neighbourhood Plan Area the existing boundary of the Corsham Neighbourhood Area, as originally designated on 22.09.2015, was modified in accordance with section 61G(6) of the Town and Country Planning Act 1990. Cricklade Neighbourhood Plan Consultation (Regulation 16)

Wiltshire Council is formally consulting on the proposed Cricklade Neighbourhood Plan which has been submitted by Cricklade Town Council. The consultation starts on Monday 24 July 2017 and responses must be received no later than 5pm on Monday 18 September 2017.

Following this consultation the comments received will be passed to an independent examiner, to be appointed by Wiltshire Council, who will consider the representations and determine if the plan should be put to a community referendum.

Notification of decision regarding the application for designation of Clyffe Pypard Neighbourhood Area

The Designation of Clyffe Pypard Neighbourhood Area was approved on 13th July 2017 in accordance with section 61G of the Town and Country Planning Act 1990 as amended for the purposes of Neighbourhood Planning.

At the time of the application Clyffe Pypard Parish was part of the existing North East Wiltshire Villages (NEW-V) Neighbourhood Area Designation. In determining the application, the existing boundary of the NEW-V Neighbourhood Area (as originally designated on 14.05.2013 and subsequently modified) has been further modified in accordance with section 61G(6) of the Town and Country Planning Act 1990.

Clyffe Pypard Neighbourhood Area Designation Consultation

An application for the designation of Clyffe Pypard Neighbourhood Plan Area was received from Clyffe Pypard Parish Council.

Comments were invited on the application during the consultation period starting on Monday 8 May until 5pm on Wednesday 21 June 2017.

In order to prepare a neighbourhood plan, the first formal stage is to designate the neighbourhood area (see Neighbourhood Planning (General) Regulations 2012). The 'qualifying body' (usually the town or parish council) has to apply to Wiltshire Council to designate a neighbourhood area, state its reasons and submit a map of the proposed area.

Following this consultation period Wiltshire Council considered the comments received in determining the application to ensure that the area is appropriate. The decision is published above.

The Designation of Great Bedwyn Neighbourhood Area has been approved in accordance with section 61G of the Town and Country Planning Act 1990 as amended for the purposes of Neighbourhood Planning and Part 2 of the Neighbourhood Planning (General) Regulations 2012 as amended 2016.

Additional consultation on proposed Policy for Broadfield Farm

On 22nd March 2017 a public hearing took place at Goscroft Hall, Upper Seagry, as part of the examination into the Great Somerford Neighbourhood Plan (see below). At the hearing the examiner requested that the Neighbourhood Plan Steering Group (as Qualifying Body) consider a draft policy and supporting text for residential development on the previously developed land at Broadfield Farm. All of the documents relevant to the examination can be accessed via the following link.

Wiltshire Council is now consulting on the proposed policy and supporting text. The representations to this policy will be forwarded to the examiner who will consider them in finalising his report into the examination.

The consultation starts on Monday, 5 June 2017 and responses must be received no later than 5pm on Monday, 26 June 2017. Details about the consultation can be access on the consultation portal.

Public Hearing & Examination into the Great Somerford (incorporating Startley) Neighbourhood Plan

Following publication of his initial comments on the Great Somerford (incorporating Startley) Neighbourhood Plan, the examiner has decided that the public hearing will take place at Goss Croft Hall, Upper Seagry, on 22 March 2017 (10am-5.30pm).

The address details are:

Goss Croft Hall, Startley Road, Upper Seagry, SN15 5HD

There are 25 car parking spaces and disabled access available at the venue. No catering will be provided (except water) so please make your own arrangements for lunch.

The agenda for the day follows a number of questions set by the examiner, based on his initial comments.

The examiner has invited the following parties to answer his questions:

  • The Qualifying Body (Great Somerford Parish Council)
  • Wiltshire Council
  • Gleeson Development Ltd (on behalf of the Broadfield Farm owners)
  • Savills (on behalf of the Brook Farm owners)

It is envisaged that the invited parties will sit at the main table with the examiner.

Please note that no written statements have explicitly been requested by the examiner although he is happy to receive them in the interest of an expeditious hearing session. Should statements be submitted by the above participants, they will be made publicly available on this website by 15 March 2017 the latest.

At the hearing the examiner will also give members of the public an opportunity to ask questions.

After the hearing the examiner may undertake further site visits either on the same day or on Thursday 23rd March 2017. He will decide this at the end of the hearing.

Following the hearing the examiner will finalise his report into the examination of the Plan.

Following the closure of public consultation under Regulation 16 the appointed examiner (John Slater) has decided that a 1 day public hearing will be required. The examiner will shortly advise on the detailed arrangement for the hearing

Notification of decision regarding the application for designation of Hilperton Neighbourhood Area.

In April 2017 the parish boundary of Hilperton was amended in accordance with the Wiltshire Council (Reorganisation of Community Governance) Order 2016. Hilperton Parish Council applied to have the boundary of their neighbourhood area amended, in order to align with the new parish boundary. The Designation of Hilperton Neighbourhood Area was approved on 27.06.2017 in accordance with section 61G of the Town and Country Planning Act 1990 as amended for the purposes of Neighbourhood Planning. The reasons for this decision are set out in the ‘Neighbourhood Area Designation Application Report’.

In order to designate the Hilperton Neighbourhood Area the existing boundary of the Hilperton Neighbourhood Area, as originally designated on 20.09.2016, was modified in accordance with section 61G(6) of the Town and Country Planning Act 1990. Formal "making" of Idmiston Neighbourhood Plan

Following an independent examination and a positive referendum result, Wiltshire Council decided to formally 'make' the Idmiston Neighbourhood Development Plan. The Idmiston Neighbourhood Plan now forms part of the Development Plan for Wiltshire and the policies in the plan will be given full weight when assessing planning applications that affect land covered by the plan.

Results of Referendum

The result of the referendum held on Thursday 20 April 2017 was in favour of the Idmiston Neighbourhood Plan.

Residents were asked to vote on the following question "Do you want Wiltshire Council to use the neighbourhood plan for Idmiston to help it decide planning applications in the neighbourhood area?"

Out of the 809 ballot papers issued, 677 cast a vote of ‘yes’ which was a majority of 83.7%. The turnout of electors was 47.3%.

A referendum relating to the Idmiston Neighbourhood Plan will be held on Thursday 20 April 2017.

The question asked in the referendum will be ‘Do you want Wiltshire Council to use the neighbourhood plan for Idmiston to help it decide planning applications in the neighbourhood area?’

Idmiston Neighbourhood Plan: Outcome of the Examination Process and Preparations for the Referendum

Following on from the Examiners report on the examination of the Idmiston Neighbourhood Plan, Wiltshire Council has issued its Decision Statement (found on the consultation portal) to the parish council, as qualifying body; and notified all those with an interest in the plan.

Details of the referendum will be made available and publicised as soon as the necessary arrangements have been made.

Examination of Idmiston Neighbourhood Plan

Wiltshire Council consulted on the draft Idmiston Neighbourhood Plan between Monday 9 May 2016 and Wednesday 22 June 2016. Deborah McCann was subsequently appointed to undertake an independent examination of the plan. The submitted representations have now been considered and the examiner has issued a report that recommends that subject to the modifications proposed that the Idmiston Neighbourhood Plan can proceed to a referendum.

Wiltshire Council is now in the process of reviewing the examiner’s report, following which a Decision Statement will be issued.

The examiner considered the neighbourhood plan submission, along with the representations that were received during Wiltshire Council’s public consultation. The Idmiston Neighbourhood Plan submission comprises the following:

Examination of the Langley Burrell Neighbourhood Plan

Wiltshire Council is formally consulting on the proposed Langley Burrell Neighbourhood Plan which has been submitted by Langley Burrell Parish Council. The consultation starts on Monday 13 February and responses must be received no later than 5pm on Monday 27 March 2017.  Following this consultation the comments received will be passed to an independent examiner, to be appointed by Wiltshire Council, who will consider the representations and determine if the plan should be put to a community referendum.

Notification of decision regarding the application for designation of Tockenham Neighbourhood Area

The Designation of Tockenham Neighbourhood Area was approved on 12th July 2017 in accordance with section 61G of the Town and Country Planning Act 1990 as amended for the purposes of Neighbourhood Planning.

At the time of the application Tockenham Parish was part of the existing North East Wiltshire Villages (NEW-V) Neighbourhood Area Designation. In determining the application, the existing boundary of the NEW-V Neighbourhood Area (as originally designated on 14.05.2013 and subsequently modified) has been further modified in accordance with section 61G(6) of the Town and Country Planning Act 1990.

Application to designate Tockenham Neighbourhood Area

An application for the designation of Tockehnham Parish as a neighbourhood area was received from Tockenham Parish Council. 

A decision to designate Tockenham Parish as a neighbourhood area would result in the modification of the existing ‘NEW-V Neighbourhood Area’ as modified on 23 March 2017.

Please note this is was a formal regulatory stage on the designation of the neighbourhood area and not a consultation on the neighbourhood plan itself which will follow in due course.

Comments were invited to be made on the application during the consultation period starting on Friday 7 April until Monday 22 May 2017.

Following this consultation period Wiltshire Council considered the comments received in determining the application to ensure that the area is appropriate. The decision notice is published above.

Examination of Urchfont, Wedhampton and Lydeway Neighbourhood Plan

Wiltshire Council consulted on the proposed Urchfont, Wedhampton and Lydeway Neighbourhood Plan between 15 February 2016 and 30 March 2016, and subsequently consulted on the Non-Technical Summary of the Sustainability Appraisal (incorporating Strategic Environmental Assessment) between 22 November 2016 and 6 January 2017. Ann Skippers was appointed to undertake an independent examination of the plan. The submitted representations have now been considered and the examiner has issued her report and recommends that subject to the modifications proposed that the Urchfont, Wedhampton and Lydeway Neighbourhood Plan should proceed to a referendum. All documents relevant to the examination can be found on the consultation portal as result files.

Wiltshire Council is now in the process of reviewing the examiner’s report, following which a Decision Statement will be issued.

The examiner considered the neighbourhood plan submission, along with the representations that were received during Wiltshire Council’s public consultation. The Urchfont, Wedhampton and Lydeway Neighbourhood Plan submission comprised the following:

  • Equalities impact assessment

Following a recent High Court decision in relation to the Henfield Neighbourhood Plan, the independent examiner, Mrs Ann Skippers, wrote to the council and suggested a halt in proceedings to allow for consultation to be undertaken on a Non-Technical Summary of the Sustainability Appraisal. The letter and council’s response can be found on the consultation portal.

Consultation on the Non-Technical Summary of the Sustainability Appraisal of the Urchfont, Wedhampton and Lydeway Neighbourhood Plan, submitted to Wiltshire Council by Urchfont Parish Council, commenced on Tuesday 22 November 2016 and responses were to be received no later than 5pm on Friday 6 January 2017.

West Ashton Neighbourhood Area Application

An application for the designation of West Ashton Parish as a neighbourhood area has been received from West Ashton Parish Council. A decision to designate the neighbourhood area as proposed will result in modification of the existing neighbourhood area, as designated on 5 December 2016.

Comments can be made on the application during the consultation period starting on Wednesday 7 June 2017 until 5pm on Friday 21 July 2017.

Following this consultation period Wiltshire Council will consider the comments received in determining the application to ensure that the area is appropriate. The decision will be published on the Council’s website.

The Designation of Westbury Neighbourhood Area has been approved in accordance with section 61G of the Town and Country Planning Act 1990 as amended for the purposes of Neighbourhood Planning and Part 2 of the Neighbourhood Planning (General) Regulations 2012 as amended 2016.
